Team Lead, CIG Zambia (Cities and Infrastructure for Growth)
About the Programme:
Cities and Infrastructure for Growth, “CIG”, is a new, 5-year, multi-country DFID programme designed to support inclusive economic growth and job creation. In the first phase, the three initial countries will be: Zambia, Uganda and Myanmar. In Zambia, the programme is expected to be between £10-15 million providing high quality technical assistance and policy influencing to governments, municipal authorities and public agencies in three key pillars:
- Creating productive cities through urban development
- Improving access to reliable and affordable power
- Increasing investment into infrastructure services
We are seeking experienced Team Leads and Workstream Leads with substantial international experience (minimum of 10-15 years) for the CIG Zambia programme. The Team Lead (TL) will have primarily responsible for overseeing the overall delivery of the programme. He/she will be the ‘face’ of the project. The TL will maintain day-to-day relationship management with DFID, the government of Zambia and the team. He/she will have overall responsibility for delivery of logframe outcomes and oversight of the delivery of outputs by the workstream leads.
Key Responsibilities/Tasks:
Provide an overall vision, strategy and leadership for the development and implementation of the work plan to achieve planned programme objectives and targets
Lead and oversee the delivery of technical elements of the programme
Act as the primary facilitator between the programme and counterparts in DFID
Establish and maintain effective working relationships with relevant Government agencies, organisations and programmes, development partners, the private sector and civil society
Oversee and manage a team of short-term and long-term consultants and additional subcontractors
Monitor and report on the programme activities and budgets to demonstrate impact and value for money
Facilitate the dissemination of knowledge externally and internally and participate in international and national events with the aim of sharing best practices
Ensure all duty of care responsibilities for the programme are met
Experience and competencies
A successful track record working as a team leader on complex, large-scale infrastructure donor programmes, preferably for DFID
Experience working in Zambia or in a similar context
Demonstrated success in leading and developing complex infrastructure programmes which have focused one of the following: Energy, Urban development, Transport, Water, Waste, Sanitation, Trade & Investment
Expertise in at least one of the three CIG target sectors (energy, urban development, infrastructure investment) and a strong understanding of the linkages between the CIG focus sectors
Experience in mobilising public and private sector finance for investment in infrastructure an advantage
Experience coordinating with major international donors, and government authorities with often conflicting agendas
Proven ability to achieve results and credibly influence stakeholders and counterparts
Strong interpersonal skills, cultural sensitivity and personal empathy. Senior leadership experience with proven diplomatic skills to mediate between different but important interests. Ability to delegate to international specialists and technical leads
