JOB PURPOSE
Under the direct supervision of the Senior Finance Officer, and in consultation with Integrated Road Map (IRM) Task Team, the Finance Consultant will undertake the following tasks:
KEY ACCOUNTABILITIES (not all-inclusive)
• Supervise the processing of IRM accounting transactions within budgetary approvals and ensure that they are made correctly in accordance with HQ guidelines;
• Assist Country Offices with IRM budget implementation and monitoring;
• Monitor Regional Bureaus IRM budget implementation and recommend reallocation of funds;
• Analyze IRM Internal Order 21743, liaise with HQ for verifications and reallocations;
• Review and recommend financial controls for implementation and ensure that effective controls are in place ;
• Ensure that timely responses are provided to Country Offices on IRM requests;
• Manage Regional Bureau IRM expenses against approved budget and prepare management reports on the performance outlining areas needing attention for RB Integrated Road Map Task Team/ committee;
• Prepare IRM Monthly Expenditure report in a timely manner;
• Ensure compliance to WFP financial rules and regulation for all financial management ;
• Represent Finance at Integrated Road Map Task Team meetings;
• Perform any other duties
Deliverables at the end of the contract
• Timely preparation and submission of accurate IRM Monthly expenditure reports;
• Prepare in consultation with CO Finance Officers, 2017 IRM expenditure report;
• Prepare a lessons learnt document about Finance IRM implementation; to inform 2018 IRM budget implementation;
• Ensure all RBJ Finance Officers have accounted for 2017 IRM expenditures.

STANDARD MINIMUM QUALIFICATIONS
An Advanced university degree in Finance, Business Administration, Accounting, or related field or First University degree with additional years of related work experience or trainings/courses.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Three years or more of postgraduate professional experience in Finance, Accounting or related field.
Knowledge:
Experience performing basic financial analyses at a national and/ operational level
Experience managing financial transactions
Experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems.
Has experience reviewing and analysing financial statement
Has experience implementing accounting and internal control process.
Experience using SAP, preferably WFP system (WINGS)
Prior experience working for WFP in related area is an asset.
General knowledge of UN system policies, rules, regulations and procedures governing administration.
